Los Angeles Port Police Command Staff

Deputy Chief Greg McManus is responsible for the Operations Group.  He oversees Patrol Operations, Marine Operations, and Support Services. Patrol Operations includes the Community Relations, K9, and Specialized Traffic Enforcement Units. Marine Operations includes Maritime operations, Sea Marshalls and the Dive Units. Support Services encompasses, Criminal Investigations, Crime Analysis, Hazardous Materials, Tactical Planning, Fleet Services, Technology, and Communications Units.
 

Randy Allen is the Deputy Chief responsible for Professional Development and Training Division as well as the Emergency Management Division. The Training Division is responsible for P.O.S.T. compliance, approval and processing of all training and travel, perishable skills training, firearm’s training and qualifications. He also manages the Maritime Law Enforcement Training Center, which provides regional maritime training in partnership with many other agencies, including LAPD, LASD, LBPD, OCSD and San Diego Harbor Police. Emergency Management Division ensures continuity of operations and emergency response protocols for the entire Harbor Department.
 

Captain Daniel R. Cobos is the Commanding Officer of Support Services Division, which includes the Criminal Investigations Section, Hazmat, Tactical Planning and Fleet Units as well as the Communications Unit. He also oversees the Technology Group for CAD/RMS, Radios and Communications.
 

Captain Anita Hayden is the Commanding Officer of Patrol Operations Division where she is in charge of managing all aspects over the Patrol, Motors, K-9’s, Bike and Honor Guard Units.
 

Captain Kevin J. McCloskey is the Port Police Commanding Officer of Maritime Operations. This unit has unique responsibilities for law enforcement and port security for the Port of Los Angeles, one of the largest, busiest and most successful seaports in the nation.  In this position, Capt. McCloskey is responsible for the Port Police Dive Team and Surface Patrol boats. 

George Cummings is the Director of Administrative Services for the Los Angeles Port Police. He is responsible for Fiscal Operations, Human Resources, Management of the Department’s policy manual, and oversight of legal review and information requests.  Additionally he oversees the Port Police Security Unit.

Jill Taylor is the Homeland Security Manager at the Port of Los Angeles. In her current role, she works closely with all levels of government to develop and implement initiatives to address the areas of awareness, prevention, protection, response, and recovery through legislative advocacy, new and improved policies, technology enhancements, and vulnerability assessments. She oversees the Port’s security network and is responsible for security grants and contracts. Ms. Taylor is Chair of the American Association of Port Authorities Security Committee and a member of the California Maritime Security Council.
