I-110 Harbor Freeway

The I-110/SR-47 Connectors Improvement Program is complimentary array of projects which improve freeway access to port facilities, eliminate traffic movement conflicts, improve existing non-standard elements, and accommodate existing and future traffic conditions for port and background traffic better. The primary strategy of this program is the reduction and separation of port truck traffic from roadways heavily used by the general public. This program focuses on connectors to the I-110 and SR-47 from C Street/Harry Bridges Boulevard on the north to Harbor Boulevard/Front Street on the south, including the I-110/SR-47 Interchange.

The elements of the program include:

South Wilmington Grade Separation
This project provides grade-separated vehicular access to all facilities south of Harry Bridges Boulevard from a heavily utilized rail line. Fries Avenue is an important north-south commercial street within the Port of Los Angeles complex. This grade separation project will eliminate the conflict between vehicular traffic and two existing at-grade railroad crossings. It will provide unimpeded grade-separated vehicular access to the South Wilmington area which is made up of many businesses including Trans Pacific Container Terminal, Wilmington Liquid Bulk, PASHA Terminal, Shell Oil Co., Borax Co., GATX, and Union Oil, Bannings Landing Community Center and the Wilmington Waterfront. Currently, slow moving trains block all access to South Wilmington, including emergency vehicle access from the Fire and Police Departments. In addition, this grade separation will eliminate truck queues on surrounding streets and nearby freeway off-ramps. The Fries Avenue Grade Separation will provide a reduction in potential accidents, elimination of traffic delays, increased pedestrian safety, improved movement of goods via truck and rail, and unimpeded access for emergency vehicles to the general area. These streets are used by the Wilmington Community, as well as the Ports tenants and customers.

C St./I-110 Access Ramp Improvements
This project will improve the flow of traffic from the I-110 Freeway ramps at C Street by consolidating two closely-spaced intersections and facilitating heavy right-turn volumes with free-flowing turn lanes. Improved connectivity to the designated National Highway Intermodal Connectors of Figueroa Street and Harry Bridges Boulevard is another benefit. Several benefactors will reap the fruits of this improvement, including Trapac, Yang Ming, and China Shipping Terminals, as well as the community.

I-110/SR-47 Interchange & John S. Gibson Intersection/NB I-110 Ramp Access
This project includes an additional lane to the SR-47 connector to the NB I-110 and extend the existing off-ramp at John S. Gibson Blvd. The off-ramp will be modified to become a 2-lane exit and re-striped to accommodate 1 shared through and left-turn lane and 1 exclusive right lane and lengthen the existing off-ramp. An additional left turn lane will be added to SB John S. Gibson Blvd for traffic destined to port terminals. This project will eliminate weaving between the slow-moving, on-ramp traffic from San Pedro and the fast-moving Bridge traffic from Long Beach to improve the connection between the SR-47 and I-110 Freeway. This additional lane will continue to the John S Gibson off-ramp with 2 lanes from the existing 1 lane, thus improving the intersection capacity with an overall improved level of service (LOS).

SR-47 On-Ramp & Off-Ramp at Front Street
A new off-ramp from the Vincent Thomas Bridge to Front Street and the relocation of the existing on-ramp from Front Street will eliminate current non-standard weaving and turning conditions. The project will help facilitate the additional traffic expected to be generated by the San Pedro Waterfront development.
